On the 25th February 1938 the Company was approached

by the Colonial Office with a request that cables despatched

from Hongkong by the League of Nations Committee for Technical

Collaboration with China, on League of Nations business,

should be accorded the same privileged rates as are granted

to telegrams sent on behalf of the Government of Hongkong.

Although there was some doubt as to whether the

above-mentioned telegrams were entitled to the privilege of

Government rates when addressed to parties other than the

Secretary General of the League of Nations, it was ascertained

that the Chinese Telegraph Administration had extended such

privilege when the League of Nations Commission was estab-

lished in Shanghai.

In the circumstances, the Company informed the Colonial Office that it would be pleased to accord the priví- lege of Government rates to the telegrams in question and,
